The problem of night traffic safety is universal because night and darkness are universal. There is no town or city in the country, regardless of size, where death after dark on the street or on the highway does not present a real challenge to the municipal official, to the motorist and to the general public. Likewise, there are probably few cities or towns in the country which can boast of lighting conditions on their specifically dangerous streets or highways which are adequate to the speed and density of modern traffic. The condition might be accepted if the result was not inevitably the same, death, and to the provision of adequate illumination in this modern day was not so entirely practical, available and essential that to be without it is sheer negligence and false economy, if economy it is at all. In stressing the night accident problem, there is no intention to suggest it as the whole traffic problem or to minimize the importance of all other aspects. It is chosen for particular attention because it represents a specific and well defined field about which too little has been said or done and for which there are concrete, proven remedies.
